Qualcomm Incorporated, an American company based in San Diego, is a world leader in the innovation and development of mobile and wireless technologies.

Prof. Ad-Honorem Francisco Ros earned his PhD in Telecommunications Engineering from the Universidad Politécnica de Madrid (UPM), his PhD in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology (MIT) and his Diploma in Advanced Business Management from IESE. 

Currently, he is president of the consulting firm First-Tech Engineering. Ad-Honorem Professor at the Polytechnic University of Madrid, he has been a member of the Board of Directors of Qualcomm (2010-2020) and President of Asurion Spain 2104-2019), among others. 

Between 2004 and 2010 he was Secretary of State for Telecommunications and for the Information Society. During this period, the DNI, the Civil Registries, the TV and the National Health System were digitized and the INCIBE was launched. In 2010, during the Spanish Presidency of the EU, the first European Digital Agenda was approved. He was co-founder and CEO of Alúa-Broadband Optical Access and President and CEO of Unisource (a company formed by KPN, Telia, Swisscom and Telefónica). He was Managing Director of Telefónica Internacional and, later, Managing Director of Telefónica and a member of its Board of Directors. 

In addition, he has served, among others, on the Boards of Directors of AT&T Microelectronics, WorldPartners and Infonet in the US, Mannesmann Arcor in Germany, Siris in France, Entel in Peru, CANTV in Venezuela, CTC in Chile and Entel, TS1 and Inteco (now Incibe) in Spain. He has received the Grand Cross of the Order of Civil Merit and the Grand Plaque for the Merit of Telecommunications and the Information Society, awarded by the Government of Spain, as well as the 2009 Edition Award of the ETSIT of the Polytechnic University of Madrid for his Personal Path of Contribution and Support to the aforementioned School.

 

 

The origin of the program

The funds necessary to support the program Francisco Ros-Qualcomm arise as a consequence of Francisco Ros belonging to the Board of Directors of Qualcomm, a world leader in the development of mobile technologies, during the nine regulatory years (in this case 2011 - 2020) that establish the statutes of the aforementioned company. Upon resignation as Director, Qualcomm offers an amount of $ 300,000 for the terminating director to contribute to a non-profit institution that complies with a United States regulations established for this purpose, and that has a certain relationship with the world of mobile communications. Informed of this situation, Francisco Ros contacted the Directorate of the Higher Technical School of Telecommunications Engineers of the Polytechnic University of Madrid (ETSIT-UPM) to study the possibility that this fund could be used for training programs at the aforementioned School, with which he feels very grateful both for the teachings and for the teaching and research experiences lived there. The Directorate of the School and that of the Rogelio Segovia Foundation for the Development of Telecommunications (Fundetel) immediately accept the proposal and start the process to prove compliance with the North American regulations established for these purposes.

After the corresponding process, in which the School and Fundetel accredit all the requirements demanded by the North American auditing institution required by Qualcomm and established for these purposes, Fundetel is recognized as the guarantor of all the necessary requirements and is potentially registered as an institution. recipient of non-profit funds from US companies, of the nature provided by Qualcomm. An important part of this process consisted of an analysis of the experience and practices of Fundetel and the proposal of a plan of training activities in mobile technologies that was rigorous and feasible. Once all the procedures were completed, the resulting funds were transferred to Fundetel.

 The program has received from Qualcomm an endowment of 250,175.56 Euros.
